Constitution

Article I Name
Section 1. The name of this organization is the Stanwood-Camano Education Association.
Section 2. The Stanwood-Camano Education Association is affiliated with the National Education Association, the Washington Education Association, and Fourth Corner UniServ.

Article II Purpose
Section 1. To bargain collectively salary, hours, and working conditions and to represent certificated employees in grievance processing.
Section 2. To provide information, assistance, and supportive processes for our members individually and collectively.
Section 3. To investigate and study issues.
Section 4. To exercise our responsibilities and rights as educators.

Article III Membership
Section 1. All certificated teaching and support employees of the Stanwood School District are eligible for membership.
Section 2. Eligible employees having enrolled and paid dues shall be members of the Association.
Section 3. Members may be disaffiliated for non-payment of dues.

Article IV Dues
Section 1. The local dues for this organization shall be one per cent (0.01) of the base salary rounded off to the nearest dollar, annually payable in September or through A.P.A. (Automatic Payroll Authorization).
Section 2. State and National Dues shall be payable concurrently with local dues.

Article V Meetings
Section 1. General Membership meetings may be called by:
a) the President,
b) the Rep. Council, or
c) a petition signed by fifty-one per cent (51%) of the members.
Section 2. Members will be given three (3) days minimum notice of all general membership meetings except in a crisis situation.

Article VI Officers
Section 1. The officers of this organization shall be: President; Vice-President; Secretary; and Treasurer.
Section 2. The officers shall be elected on an individual basis; the Vice-President need not succeed the President, but as determined by an open election.
Section 3. Elected officers shall assume their duties on October 1st each year.
Section 4. Officers may be recalled by a fifty-one (51%) majority vote of the membership, voting by secret ballot, for gross dereliction of duty.

Article VII Elections
Section 1. The Standing Committee on Elections shall be composed of one (1) faculty representative from each building, to be named in January by the President.
Section 2. The Committee on Elections shall submit, from an open nomination and committee action, a slate of candidates, to the Rep Council meeting in March, with candidates for: President; Vice-President; Secretary; and Treasurer.
Section 3. In addition, on the ballot will be the candidates for Washington Education Association Representative Assembly and one alternate, and the Association UniServ Representatives.
Section 4. The election of officers and Rep Assembly delegates and UniServ Reps shall take place before May 1 of each year.
Section 5. For each position on the ballot there must be a write-in space provided.
Section 6. Recall elections may be called only by action of the Rep. Council.

Article VIII Representative Council
Section 1. The policies and programs of the Stanwood-Camano Education Association shall be vested in the Representative Council composed of representatives appointed and elected as herein after provided.
Section 2. The Representative Council shall meet at least once per month.
Section 3. The officers of this organization shall be the officers of the Rep Council.
Section 4. The officers aforementioned constitute the Executive Board.
Section 5. Representatives to the Rep. Council shall be elected from individual buildings on the basis of one (1) for each ten (10) members or major portion thereof.
Section 6. Each building shall hold its own elections to Rep Council no later than May 15th for the following school year.
Section 7. The Faculty Representatives shall be nominated in an open building meeting and elected by secret ballot on the basis of one vote per person.
Section 8. The President shall appoint committee chairpersons with the approval of Rep. Council.
Section 9. A preliminary budget shall be submitted by the Executive Board to Rep Council by the first meeting in September each year. A final budget shall be approved by the first meeting in October by Rep Council.

Article IX Stipends
Section 1. Stipends shall be paid to Association Negotiators, President, Vice-President, Secretary, Treasurer, and Grievance Chairman.
Section 2. Stipends of $25.00 per meeting shall be paid to all attending Faculty Representatives.

Article X Amendments
Section 1. Amendments to this Constitution may be proposed by:
   a) the Executive Board
   b) by majority vote of the Rep. Council, or
   c) a petition signed by at least fifty-one per cent (51%) of the membership.
Section 2. Such proposed written amendments shall be presented to Rep Council at any regularly scheduled meeting for their consideration.
Section 3. Any written amendments so proposed shall be printed and distributed to each member at least one (1) week prior to the general meeting at which the proposed amendment is to be decided.
Section 4. An amendment will be passed by a vote of two thirds (2/3rds) majority of members present and voting.
