By Laws

1. A quorum for a general membership meeting shall be at least twenty-five per cent of the members.

2. A quorum for Rep Council shall be fifty-one per cent (51%) of the Rep Council.

3. Sturgis shall be the parliamentary authority of this organization.

4. General membership votes for work stoppage shall be by secret ballot.

5. This organization shall provide one $200 grant to each child of Stanwood-Camano Education Association members who are officially registered in a vocational, college, or university program and can verify such registration.

6. The President shall appoint the following chairpersons, as needed,

a) negotiations	f) legislative
b) grievance	g) health and safety
c) calendar	h) membership
d) school board	i) public relations
e) improvement of instruction	j) social

7. The negotiations team shall be composed of at least one member from each building as well as one member representing special education.

8. The Negotiations Team shall be paid at the conclusion of negotiations; The Head Negotiator shall receive ten percent (0.10) of the base. The base will be that base on which all dues are calculated. Payment will be made only to members of the negotiating team when the contract is ratified by the membership.

9. One (1) Grievance Representative for the high school, middle school, and elementary school levels shall be appointed by the President.

10. The term of office for Grievance Chairpersons shall coincide with the school year or until any existent grievance has been finalized.

11. In the event that a runoff election is necessary for President, Vice-President, Secretary, Treasurer, Washington Education Association UniServ Representatives, and/or National Education Association Representative Assembly Representatives the ballot shall list one more candidate than the number of positions open from the candidates achieving the highest number of votes in the primary election.

12. If possible, at least one of the SCEA WEA delegates will be a member of an ethnic minority.
